Meeting with Hon'ble Chief Commissioner of Central Excise & Service Tax, Ahmedabad Zone
Meeting with Hon’ble Chief Commissioner of Central Excise
& Service Tax, Ahmedabad Zone held on 16.09.2015
Shri Vikas Kumar Gupta,
General Secretary, with Shri Indramohan Chaudhary, Liason Secretary visited the
Chief Commisioner’s office to pursue the status of Appointment sought from
Hon’ble Chief Commissioner on the agenda points submitted vide letter dated
14.09.2015.
As the said office
bearers of the Association went to meet the Sr. P.S. of the Chief Commissioner to
fix the date of appointment only, the office bearers surprised to
know that Hon’ble Chief Commissioner granted instant appointment to the said
office bearers.
Accordingly, we met the
Hon’ble Chief Commissioner in his chamber and apprised the issues to him.
Gist
of the discussions is given as below:
1.
AGT in the grade of Executive Assistant & Tax Assistant :
In
this matter, the Association apprised Hon’ble Chief Commissioner that the Association is not against the rotation/AGT in the grade of Ministerial Officers but it should be carried out on the line of AGT in the grade of Superintendents/Inspectors. Further, it is the
mid-term of financial year and it will create problems related to education of
wards of the members if the station of posting is changed by carrying out such
AGT.
2. Framing of policy for transfer in each grade
of Ministerial Officers :-
In this context, the Association
informed to the CC that in the existing transfer policy framed by the CCO, there
is no comprehensive guidelines on transfer/rotation for each cadre of
Ministerial Officer and there is a need to frame comprehensive guidelines in
the matter which may be applied for entire Ministerial cadre in future.
3. Shortage in the grade of Ministerial
Officers/staff :-
The Association also apprised the Chief
Commissioner about acute shortage of Ministerial Officers in the Zone.
Hon’ble Chief
Commissioner was very kind to give a patient hearing to our problems and wanted
to know the full details and background of our issues. For this he called Deputy
Commissioner (CCO) in his chamber. The meeting lasted for twenty minutes
(approx.).
During the course of meeting Hon'ble Chief Commissioner also wanted to know that which cadres are
covered by this Association and how is the work of Association is going on? The
Association informed all the desired to him.
Further, Hon'ble Chief Commissioner assured to look into the matter
positively.
The meeting concluded
cordially.
Outcome of meeting:-
(i) The Chief Commissioner has assured us that the
proposed AGT will be carried out on the line of AGT in the grade of
Superintendents/Inspectors and only after framing guidelines in this regard.
(ii) Till the time, transfer/posting orders will be
issued for those officers only who requests for the same subject to genuineness
of grounds mentioned in their representations for transfer.

Minutes of General Body Meeting of AICESTMOA, Ahmedabad Unit held on 14.04.2015
A meeting of General body of All
India Central Excise & Service Tax Ministerial Officers’ Association
Ahmedabad unit held at 11:00 A. M. on 14.04.2015 at Custom House, Ahmedabad to consider the
agenda already circulated.
At
the outset, the President welcomed all members. Further during the meeting, the
following agenda have been considered :-
I. General
Election of Ahmedabad Unit-
It
has been unanimously decided that a General Election will be carried out to
rectify the adhoc committee constituted vide Unit’s General body meeting held
on 06.12.2014. In this regard, following decision have been taken during the
meeting :-

of Election will be 10.05.2015.
Election
officer- Shri C. P. Singh, Tax Assistant, Service Tax, Ahmedabad.

II. National
Convention of Association to be held on 16.05.2015 at Hyderabad.
It
has been unanimously decided that Shri Vikas Kumar Gupta, General Secretary of
Ahmedabad unit will represent the Ahmedabad Unit at National Convention to be
held on 16.05.2015 at Hyderabad.
III. Opening
of Bank Account:-
It
has been observed that no Bank Account has been opened for Ahmedabad Unit till
date. Hence, it has been decided to open Bank Account by 16.04.2015.
IV. Welcome
of new incumbents to the Association:-
Many
Havaldars have been promoted to the grade of Lowe Division Clerks and they all
are interested to join the Association. Presence of such LDCs was seen during
the meeting.
The
Association welcomed all the newly promoted Lower Division Clerks and requested
all to work to strengthen the Association in order to fulfill the welfare
requirements of the members.
Membership
forms and subscription forms were distributed among all the new LDCs.
V. Farewell
to the office bearers who have been promoted to executive post:-
The
following office bearers have been promoted to executive post i.e. Inspector-
a) Shri Suresh Kumar Sing, ,STA- Vice President
b) Shri Kamlesh Kumar Pandey, STA- Vice
President
c) Shri Rajeev Ranjan Shashi, STA- Organizing
Secretary
d) Shri Mukul Kumar, STA- Executive Member cum

Representative for Customs, Ahmedabad.
The Association greeted
all the above said officers and thanked them for their overwhelming support to
the Unit of association.
Further, the promoted
officers have tendered their resignation from the posts of Association which
has been accepted by the Association unanimously.
The said officers were
also congratulated by the Association by presenting flower bokehs.
VI. The meeting concluded
with thanks to the chair.

Meeting of Ahmedabad Unit on 14.04.2015 (Tuesday)

Minutes of AICESTMOA, Ahmedabad Unit's meeting held on 10.01.2015
A meeting of All India Central Excise & Service Tax Ministerial Officers' Association, Ahmedabad Unit held under Chairmanship of Shri I. U. Desai, President at 11:30 AM at Custom House, Ahmedabad to consider the agenda circulated vide Associations' Facebook Post dated 09.01. 2015.
At the outset, the President, AICESTMOA, Ahmedabad Unit greeted all the members & allowed to discuss various issues.
At first, the minutes of meeting held on 06.12.2014 was put up before the Committee & the Committee, individually & jointly approved the minutes dated 06.12.2014.
Further, the following agenda has been discussed :-
1. Opening of Bank Account of AICESTMOA, Ahmedabad Unit
It has been proposed to open a bank account of AICESTMOA, Ahmedabad Unit in Ashram Road Branch of State Bank of India. Further, it has been proposed that the said account will be operated by signature of any two of the following members :
(i) Shri I. U. Desai, President
(ii) Shri Vikas Kumar Gupta, General Secretary
(iii) Shri Mantu Kumar, Treasurer
The President approved the above proposal with consent of all members. Further, he requested that the account should be opened by 23.01.2015.
2. Submission of membership form & yearly subscription
Although most of the members have submitted form to deduct annual subscription of Rs 480/-, however, it has been proposed that a membership form shall be filled by the members by which Rs 20/- will be collected from each member.
The President approved the proposal & further directed that it should be ensured that Annual Subscription form should be filled & submitted by all members on 100% basis.
3. Preparation of Contact Details of all Ministerial Staff
It has been proposed that contact details of all ministerial officers may be compiled.
The President requested Shri Shailesh Kumar Sharma, Stenographer, CCE-II, Ahmedabad to complete the said work by 16.01.2015. Further, the President requested all Commissionerate representatives to assist Shri Shailesh for the said purpose.
4. Intimation regarding formation of Ahmedabad Unit to Cadre Control Unit, Vadodara
It has been decided that intimation regarding formation of Ahmedabad Unit of All India Central Excise & Service Tax Ministerial Officers' Association may be given to Cadre Control Unit, Customs, Central Excise & Service Tax, Vadodara.
It has also been decided that a delegation of Ahmedabad Unit will meet the officers of CCU, Vadodara personally in due course.
5. Promotion to the grade of Inspector
It has beend decided that the Ahmedabad Unit will write a letter to CC, Vadodara (CCU) to organize DPCs for promotion to the grade of Inspector in light of huge vacancies arised due to cadre restructuring. The CC will be requested that DPC may be held soon on the basis of existing Recruitment Rules & by granting some relaxation in existing Recruitment Rules.
6. Promotion of Stenographers to next higher grade
It has been reported that promotion for stenographers to next higher grade is not being granted due to unavailability of Recruitment Rules.
The Committee decided to request the CC, Vadodara to organize DPC for promotion of Stenographers on the basis of existing Recruitment Rules as existing Recruitment Rules are functional till new Recruitment Rules are notified.
The President directed to issue a letter immediately, in this regard, to the Chief Commissioner, Central Excise, Customs & Service Tax, Vadodara for early necessary action.
7. To initiate formation of similar Committee all over Gujarat
On getting overwhelming support from Ministerial Officers of the Zone, the Committee has decided to sensitize Ministerial officers of other Zone/City of Gujarat.
In this regard, the President has requested all members to contact their counterparts in Vadodara, Surat, Rajkot etc. for formation of similar Committee with consultation of All India Unit.
8. Courtesy Visit to all Chief Commissioners & Commissioners
It has been decided that some of the office bearers of Association will meet the Chief Commissioners & Commissioners of Central Excise & Customs, Vadodara & Ahmedabad Zone as courtesy visit.
9. Regular meeeing of Ahmedabad Unit will be held on second Saturday of each month
It has been decided that a monthly meeting of Ahmedabad Unit will be held regularly. Hence, the Committee decided that the monthly meeting of the Unit will be held on Second Saturday of each & every month in Custom House Compound. However, if required, the President may call meeting any day in addition to the monthly meeting.
The next monthly meeting will be held on 14.02.2015 (2nd Saturday of February'2015).
10. Representation received from Shri Shashi Bhushan Lal, Tax Assistant
During the meeting, the Association received a representation from Shri Shashi Bhushan Lal, Tax Assistant. Vide his representation, he has informed that despite repeated reminders, promotion order for his promotion to the grade of Senior Tax Assistant is not being issued by the CCU, Vadodara.
The President has assured Shri Shashi Bhushan Lal that the Association will make sincere & immediate efforts in this regard. Further he directed to issue a letter to CC, Vadodara for early disposal of the matter.
11. Reimbursement of expenditure made in last meeting dated 06.12.2014
An amount of Rs 600/- (Rupees Six Hundred Only) had been expended for light refreshment of members in Association's General Meeting held on 06.12.2014. The amount was paid by Shri Vikas Kumar Gupta Senior Tax Assistant on Loan Basis.
The Committee individually & jointly approved the said expenditure. The amount will be reimbursed just after the Account of Unit is opened & subscription fees are collected from the members.
The meeting concluded with vote of thanks to the President.
